AMENDMENTS OF THE PARLIAMENTARY REGULATION, CONCERNING THE PARTICIPATION OF NGOS IN THE MEETINGS OF THE PARLIAMENTARY COMMITTEES

In the beginning of March 2009 the Bulgarian Parliament adopted amendments in its internal regulation rules, concerning the participation of NGO representatives in the meetings of the parliamentary committees. The new Sec. 3 of Art. 25 provides that representatives of the civic organizations, trade-unions, professional and branch organizations on their own initiative may participate in the parliamentary committees meetings, may present their written positions, may participate in the discussions on the draft projects of parliament acts, concerning their scope of activity. For entering the parliament building the NGO representatives need to follow the established rules of accessibility which means that they need to be invited by a member of the parliamentary committee. The real progress in the regime of access to the parliament would happen when it does not depend anymore on the good will and cooperation of the MPs, but guarantees access only on the basis of request of the civic organizations.
