BCNL published its next book, exploring the legislation and practices of social contracting between NGOs and municipalities in Bulgaria. The book offers a detailed analysis of the legal framework for the possible ways of commissioning of social services to private providers, as well as describes the experience gained within the Social Contracting Program implemented by the BCNL and Counterpart International and funded by the USAID. The handbook presents in a clear way the procedure which the municipal offices should follow while organizing tenders for commissioning of social services. The authors have also put effort in presenting a multitude of real cases and practices, which could be useful to municipal offices and the applying NGOs – social services providers in the organization, respectively participation in tenders under the Social Assistance Act and its implementing regulations.
