The Ordinance of the Council of Ministers for implementing the state budget for 2009 which defines the terms for preparing the guidelines and the application form for applying for funding of NGO projects in public benefit, the term for submitting the application and the required documents, was published in the State Gazette № 13/ 17 February 2009.
The Minister of Finance in co-ordination with the Minister of Justice should prepare the guidelines and the Ministry of Finance shall approve the application form no later than the end of February. The both documents shall be published on the Internet site of the Minister of Finance in the same term.
The NGOs registered in the Central register for NGOs in public benefit with the Ministry of Justice can submit their projects to the Ministry of Justice no later than 10 April 2009. They shall attach to the application form a certificate for current legal status, a list with the members of the managing bodies, a document from the tax authorities proving that the NGO does not owe any taxes or have other public debts, a declaration for observation of the provisions of the Law for the Measures against Money Laundering, stating that no penalty payments or fines are imposed on the NGO or on the members of its managing bodies.
The projects will be estimated by a commission which members are the deputy minister of justice - a president of the commission, and per one representative of the administration of the Council of Ministries, the Ministry of Justice, the Ministry of Finance, the Ministry of Economic and Energy, the Ministry of Labor and Social Policy, the Ministry of Education and Science, the Ministry of Culture and the State Agency for Youth and Sport. The commission shall present to the Minister of Justice the decision for distribution of the funds for financing projects in public benefit.
