AI, the Law and the Human
Made by human or artificial intelligence? We hear this question more and more often. It's getting harder and harder to give an answer at first, second, even third glance. On the rise are not only systems that take advantage of the range of benefits of artificial intelligence, but also those applications designed to recognize whether a photo, video or vision is generated by artificial intelligence. There is a need to bring the topic of the AI, human rights in a digital space and legal regulation to the center of public attention.
Human rights have always existed – they are inherent in all human beings, they are inalienable and universally protected by law. This proposition is easily understood when we speak of physical material reality. Once we move into the digital space, cases start to arise – which rights are vulnerable, how are they implemented, how do we protect them. The challenge intensifies when artificial intelligence stands on the "other side".
Тhe new campaign of the Bulgarian Center for Not-for-Profit Law aims to focus public attention on the topic of AI and the need for regulation of systems using this technology. Their development and deployment should, firstly, happen and, secondly, be implemented in a transparent, publicly accessible and understandable way. We aim to bring to the fore legal certainty and the protection of human rights in the process of using artificial intelligence.
We believe that the legal regulation of AI should be based on several important principles:
- Regulation of AI technologies through policies and acts created on the basis of broad public consensus, respecting democratic principles and standards in the protection of human rights;
- Engaging and involving all stakeholders in the process – citizens, institutions and the technology industry;
- Mechanisms to disclose and illuminate the effects that AI-technologies have or could have on civil society and human rights.
