CONTRACTING OF SOCIAL SERVICES BETWEEN THE STATE AND THE NGOs England, Germany, Poland, Hungary, the Czech Republic and the practices in Bulgaria
The comparative analysis “Contracting of social services between the state and NGO – England, Germany, Poland, Hungary, the Czech Republic and the practices in Bulgaria” presents a research of different models of social contracting in five European countries, which may be applied in Bulgaria.
Foreign experts assisted the survey on the legal frame and the successful practices of England, Germany, Poland, Hungary and the Czech Republic.
The material stresses on the social services, their financing and the contracting opportunity, the status of the providers of social services and the control mechanisms in the studied models. The understanding and the distribution of foreign good examples of social contracting between the State and the representatives of the third sector might serve as useful solutions for the future development of the social reform in Bulgaria.
The delivery of social services by Bulgarian non-government organizations is also a topic of the analysis, as well as their interaction with the local governments.
The research is structured in three parts. The first part includes a comparative analysis in five European countries. The second part presents the practices of delivery of social services from Bulgarian NGOs. The third part reveals conclusions about the process of social contracting in Bulgaria. The book aims at encouraging social contracting between the State and the local authorities, stimulating the innovation and the initiative in preparing and implementing the local social policy.
The issue is a result of the Social Contracting Program” carried out by “Counterpart International-Bulgaria” in partnership with the Bulgarian Center for Not-for-Profit Law (BCNL) with the financial help of The United States Agency for International Development(USAID).The Program is includes actions for developing the process of social contracting in municipalities with existing community funds and aims at drafting a model for assigning of social services by the local authorities to NGOs ,which can apply to other municipalities as well.
