“Social Entrepreneurship and Control on the Social Services in Bulgaria and in the European Union”, Sofia 2005
The analysis published in the issue “Social Entrepreneurship and Control on the Social Services in Bulgaria and the European Union” is a part of the project “New Perspectives for Vulnerable Groups – Raising the Quality of Social Services and Supporting the Social Enterprises“ under the PHARE “Civil Society Development“ 2002 Programme.
The material is a result from the cooperation between the Bulgarian Center for Not-for-Profit Law (BCNL) and the Programme and Analytical Center for European Law (PACEL).
An effective tool of the analysis is the comparison of the Bulgarian legislation and practice related to the social enterprises and control on social services with the relevant legislative arrangement of the matter in EU countries.
The edition is divided into 4 chapters: 1/ Legal framework of social enterprises in Bulgaria; 2/ Legislative regime of the social enterprises in countries from the European Union; 3/ Control on the social services in the context of the ongoing social reform in Bulgaria and 4/ Control on the social services in the European Union.
A quality research of both legislation and practice in Bulgaria and the EU is the aim of the analysis. It also targets to investigate the legal opportunities for social entrepreneurship and functioning of social enterprises under the existing circumstances and the present legal environment in Bulgaria. In the eve of the upcoming membership of Bulgaria in the European Union, the provided comparison forms an initial structural debate on the topic, orientated to the wide public.
