Sufficiency of Law, Defficiency of Rights, Sofia 2015

The Booklet "Sufficiency of Law, Defficiency of Rights has been preprared for the purpose of the second international legal workshop, organized in Bulgaria on the issues of the new concept on legal capacity to act presented in Article 12 from the UN Conventuion on the Rights of Persons with Disabiltiies. The workshop was called "The Legal Capacity to Act as a Universal Standard of Being Human. The International Perspectives and the Bulgarian Legal Reform" and was convened in Sofia, 29 – 30 April 2015. It brought together more than 120 Bulgarian judges, academia and internatioanl experts. You may read the Booklet here:

 

 

 

The Booklet is part of the BCNL's analytic work done within the Next Step Program in Bulgaria. The Program includes pilot projects on supported decision making and legal observations on the results achieved. Based on these the draft Law on Physiscal Persons and Support Measures was elaboated as an evidence -based legislation. 

 

The Next Step Program is a partner initiative of the Bulgarian Center for Not-for-Profit Law, the Bulgarian Association of People with Intellectual Disabilities, the Global Initiative in Psychiatry – Sofia and the National Organization of Mental Health Service Users. The purpose of the program is to pilot new support measures to help people with intellectual disabilities and psychosocial problems to exercise their basic human rights according to their own will and preferences without being put under guardianship.
