COMPLETED TRAINING FOR REPRESENTATIVES OF LOCAL AUTHORITIES AND NGOS TO AVOID CONFLICTS OF INTEREST SITUATIONS
At the end of April BCNL completed the project “Municipalities and NGOs: Partnership Without Conflict of Interest”, supported by MATRA program of the Ministry of Foreign Affairs of the Netherlands. The project featured the development of a manual summarizing the models of partnerships between NGOs and municipalities as well as the methods for their implementation without violating the provisions of the Conflict of Interest Prevention and Disclosure Act.
Further to compiling the manual BCNL in cooperation with regional associations of municipalities in the country held six training sessions, respectively, in Plovdiv, Lovech, Stara Zagora, Pleven, Varna and Kirkovo. During the training session the participants were introduced to basic principales of the law, models of partnerships between municipalities and NGOs and also the specific cases and practical aspects regarding law application were disscused and resolved. Over 120 participants – municipal officials, municipal councilors, mayors and deputy mayors, heads and representatives of associations and foundations took part in the trainings.
BCNL will continue to provide consultations on the application of the law on conflict of interest with a view to support the achievement of successful partnerships between local authorities and NGOs.
