New ideas for pre-school and school education – is this accent in the policy reforms possible?

At the present the National Assembly discusses the draft Law on pre-school and school education (the text is currently available here). The draft law has been tabled in the National Assembly in November 2014 by the governing majority and currently, it is a subject of discussions by the parliamentary committees. The Education and Science Committee has supported the passing of the Bill at the first reading. This Bill aims to create a new educational system framework which has to be based on modern principles and mechanisms of work with children. There are a lot of innovative provisions incorporated in the draft law, not only regards to the system, but also in terms of the interventions methods which is certainly very interesting for the organizations working in this field.

Several new provisions related to the establishment of support services could be found in the Bill. The establishment of so-called “Personal Development Support Centers” is also provided. These centers aim to assist the children (by “organizing activities which support the integration, tuition and education of the children and students, and their career guidance and counseling”) even at the level of school networks, which, in its turn, is an opportunity for creating an integrated approach between social and educational interventions. Another essential provision is the mechanism for negotiation with private providers about these services, similar to the social services which are under the Social Assistance Law. The Bill also foresees the possibility “money follows the child” and the use of public funds by the private education providers (even if they are registered as NGO – kindergarten and school). The draft law makes provision for independent educational standard which includes citizenship, health and intercultural education.  

Since the announcement of the draft Law on pre-school and school education its preparation and discussion have been accompanied by extensive consultations of the part of NGOs. The NGO sector was invited and took part in the public discussion of the draft law in the National Assembly, as well as during the work of the leading Education and Science Committee in the NA. An alternative Bill in the field of education was tabled in the National Assembly by the group of deputies of BSP. As a result, it was rejected at the first reading.
