THE PUBLICATION “LEGAL FRAMEWORK OF THE SOCIAL SERVICES IN BULGARIA” IN A NEW UPDATED EDITION AND PRINT
The issue “Legal framework of the social services in Bulgaria”, prepared by experts of the Bulgarian Center for-Not-for Profit law (BCNL), has been updated and printed in a new edition.
The publication was printed in 2004 for the first time under “The social services in Bulgaria-New possibilities for development” Project, funded by the “Civil Society Development” PHARE Programme 2001.
The material aimed at presenting the changes in the legal framework, concerning the delivery of social services, by which to assist the non-profit legal entities, the state and municipal bodies in their efforts to build up a successful partnership in the social sphere in accordance with the legal acts in force.
The main ideas in the welfare system, the introduced principle of decentralization in the social services delivery, the created possibilities for improvement the quality of the social services and the anticipated mechanisms for social contracting have been clarified in the edition.
The material has been run out of copies due to the huge interest from the persons intrigued by the legal framework of the social services (mainly NGOs, registered as a social services providers and those who are in process of registration).
The present, second issue follows the structure of the first one, taking into consideration the following amendments in the legislation, relevant to the social sphere. The publication consists of two parts, as in its first part, in the questions-answers format tries to indicate and define the most important themes, related to the activity of the NGOs as social services providers.
In the second part, the issue presents the main legal definitions in the social sphere as well as the full texts or extracts from the key legal documents in this sphere as The Social Assistance Act and its implementing regulations, The Child Protection Act and its implementing regulations and the Ordinance for the Criteria and the Standards of the Social Services for Children.
