Raising the capacity of the local authorities and NGOs for contracting out social services

The project is implemented in partnership with the Open Society Institute – Sofia.
Main Objective: Raising the local authorities’ capacity
towards the encouragement of decentralization and cooperation between
NGOs and municipalities in the area of social contracting.
Expected Results:
1. Supporting the possibilities for partnership between local
authorities and NGOs in relation to the decentralization of public
services;
2. Analysis on the legal frame of the different ways of cooperation between NGOs and the state bodies;
3. Creation of a network of organizations, working on the social reform;
4. Analysis on the legal framework of public procurements and the possibility for NGOs to participate in the procedures;
5. Drafting a regulation for partnership and funding of NGOs in the Ruse municipality.
