Social Contracting
2004 – 2006
Main Objective: To synergize best practices of Community
Funds and Social Enterprises in developing model social contracting
methodology and implementing it in 2 pilot Bulgarian municipalities.
The project is implemented in partnership with Counterpart – Bulgaria.
Expected Results:
1. Preparation of a Handbook on Good Examples of Social Service Delivery and Social Contracting;
2. Preparation of a report for mapping the possibilities for funding social services.
3. Assistance for setting up Public Councils;
4. Lobbying for including a budget line for social services in the municipal budgets of the two pilot municipalities;
5. Reviewing the local social policy and practices;
6. Needs assessment survey and analysis;
7. Developing the necessary tools: model contracting procedures;
8. Increasing the capacity of local NGOs in the area of Social Contracting;
9. Preparation of a How-to-manual for Social Contracting and a public debate on the model methodology;
10. National Roundtable for Social Contracting process.
