This is an assessment of the current legal framework for NGOs in Bulgaria based on predefined criteria/principles for good and modern system of regulation for non profit organizations. These criteria serve as indicators for the necessary steps which should follow for improvement of the legal framework.

The publication includes the full text of the Non-Profit Legal Entities Act with the last amendments to it, which came into force from 3 October 2006, as well as an analytic-practical part, presented in the form of 48 questions and their answers. They give an interpretation to the most frequently asked questions related to the applying of the law.

The handbook is the next BCNL publication, exploring the legislation and practices of social contracting between NGOs and municipalities in Bulgaria.

The material has been prepared by experts of the Bulgarian Center for-Not-for Profit Law, and was issued with the Open Society Institute - Sofia support.

The survey is prepared by the Bulgarian Center for-Not-for Profit Law under the Bulgarian Charities Aid Foundation Project “An Optimistic Look at NGOs and Domestic Resources”, funded by the Trust for Civil Society in Central and Eastern Europe.

The issue is realized under the “New prospectives for vulnerable groups - improving the quality of social services and support to the social enterprises” Project, implemented with the EU financial help under the Civil Society Development 2002 PHARE Program.

The analysis published in the issue “Social Entrepreneurship and Control on the Social Services in Bulgaria and the European Union” is a part of the project “New Perspectives for Vulnerable Groups - Raising the Quality of Social Services and Supporting the Social Enterprises“ under the PHARE “Civil Society Development“ 2002 Programme.
