On May 14th, 2024, Georgia passed its controversial Transparency of Foreign Influence Bill into law amid extensive protests. The law was met with opposition both internally in Georgia, and internationally – it does not align with the EU draft proposal on the subject, which could negatively impact Georgia’s bid to join the union. This article analyzes the Russian legislation passed in 2012 that influenced the Georgian law, as well as similar attempts in Hungary to pass legislation restricting foreign agents. It also analyzes the impact foreign agent laws can have on civil society, as well as the effect Bulgaria’s equivalent legislation could have if passed.
