Two new books “Taxation of NGOs” and “NGOs and VAT” have been recently published by the Bulgarian Center for Not-for-Profit Law (BCNL) with the support of the International Center for Not-for-Profit Law (ICNL), funded by United States Agency for International Development.

The International Center for Not-for-Profit Law (ICNL) and the Bulgarian Center for Not-for-Profit Law (BCNL) with the support of the United States Agency for International Development organized a PRESENTATION ON THE ACCOMPLISHMENTS AND REMAINING CHALLENGES OF THE LEGAL REFORM AFFECTING CIVIL SOCIETY ORGANIZATIONS IN BULGARIA

The Analysis “Legal framework of the social services in Bulgaria” has been published in the section PUBLICATIONS AND ANALYSES/ PUBLICATIONS on BCNL’s website in English and Bulgarian.

With a decision from 16.01.2004 a five-member session of the Supreme Administrative Court (SAC) revoked the provisions of § 1 from Ordinance № 154/2003 of the Government with which amendments and supplements to Tariff № 1 from the Law on State Fees.

In 2004 we will continue to keep you informed on the most important legal obligations and deadlines which the NGOs have to comply with. Now we would like to brief you on the obligations which NGOs - employers have under the Law on healthy and safe labour conditions.

The Bulgarian Center for Not-for-Profit Law in cooperation with Foundation “Programme and Analytical Center for European Law”, Open Society Foundation and Association “Bulgarian Donor Forum” organized national discussion on theme: “The necessity for change in the legal framework of nonprofit legal entities”.

The deadline for submittal of documents under the Law for Protection of Personal Data expires on 1 December 2003.

According to the official information from the Commission for protection of personal data, the time limit for submitting applications for registration of persons, that support registries with personal data ( including the registries with personal data of employers/workers) has been extended till 1,December 2003.

According to the last amendments to the Family Code ( SG, c. 63 on 15 July 2003) mediation in international adoption could be accomplished only by Non-profit legal entities for public benefit activity registered in the Central Registry of the Non-profit legal entities to the Ministry of Justice.

The permanent expert group on issues related to NGO taxation, established at the Ministry of Finance continues its operation. A representative of BCNL participates in the group as well.
