On January 25, Tuesday, in Sofia, in “Adacta” hall of the Rila Hotel a seminar “NGOs and the public procurements” will be conducted. The seminar is organized by the Bulgarian Center for Not-for-Profit Law in partnership with the Open Society Institute under the Project “Raising the capacity of the administration and NGOs for contracting out social services”.

An amendment to the Law on Local Taxes and Fees effective from 2005 stipulates that donations of property between ascendant and descendent relatives and between spouses are exempt from donation tax.

The amendments to the Law on Corporate Income Taxation were promulgated in issue the State Gazette 107/07.12.2004 which enters into force for January 1, 2005. The law sets forth new regulations concerning the tax treatment of donations to NGOs.

At the beginning of November the draft for amendments and supplements to the NGO law was adopted at first reading by the Committee on Civil Society Issues with the 39th Parliament.

It is expected to be discussed by the Legal committee in Parliament which is the leading committee for the law.

According to the Non-Profit Legal Entities Act, NGOs with public benefit purposes, registered in the Central Registry are obliged to submit information about their activity for the previous year to the Central Registry until May, 31st of each year.

According to the Implementing Regulations to the Social Support Act, all social service providers, including NGOs, registered at the Agency for social support, are obliged to yearly submit a report on their activity related to social service delivery to the Agency by May, 31.
