Our country marks improvement in terms of organizational capacity, infrastructure and financial stability

60 organisations sent their applications for participation in this year’s edition of the Program for Social Entrepreneurship. The number of interested applicants increased in comparison to last year where 48 organisations applied.

Bulgaria’s Council of Ministers has adopted an Action Plan for the Application of the UN Convention on the Rights of Persons with Disabilities (2015-2020). The plan outlines specific steps and defines the role of national authorities and other related bodies in their pathway to adapt Bulgarian legislation to the provisions of the Convention.

In December 2014 the Board of the Bulgarian Center for Not-for-Profit Law (BCNL) made staff rotation. From February 6, 2015 Director of the Foundation is Luben Panov, Ralitsa Velichkova became program director. We will continue to work to achieve our mission with even greater effort.

If we assume that the Bulgarian society regained again its enthusiasm to unite around important causes and learnt to seek an answer to the political decisions, as well as responsibility of the politicians, than we will see that all this happened thanks to the people united around a case of a kind.

At the present the National Assembly discusses the draft Law on pre-school and school education. his Bill aims to create a new educational system framework which has to be based on modern principles and mechanisms of work with children. There are a lot of innovative provisions incorporated in the draft law, not only regards to the system, but also in terms of the interventions methods which is certainly very interesting for the organizations working in this field.

In November 2014 the Ministry of Justice published on its website proposals for amending the existing system of guardianship in Bulgaria. The Bill`s text provides a completely new system of measures. By virtue of these measures adult people with mental health problems or intellectual disabilities will be able to exercise their basic human rights in accordance with their personal desires and preferences.

The Draft Law on Amending and Supplementing to the Law on not-for-profit legal entities is published for public discussion on the website for public consultations - www.strategy.bg.

On 10th November 2014 the Ministry of finances published on its web-site in section “Projects and regulations” proposal of amendments to the VAT law. In paragraph 46 of the draft project there is a proposal for other changes to the Law on Local Taxes and Fees (LLTF).
